为贯彻落实国家和省委有关人才工作的部署安排，主动搭建服务地方人才引进工作的桥梁纽带，广泛吸引具有国际影响力的海内外高层次人才来华、来陕从事重要领域的研究创新及创业工作。陕西省欧美同学会（陕西省留学人员联谊会）将开展2022年“海归三秦领航者”计划推荐工作，现将有关事项通知如下。

　　推荐类别和申报条件

　　1.推荐类别

　　我会将依据申报人的专业方向、研究领域、职务业绩、创新创业情况等条件，将拟推荐的“海归三秦领航者”计划细分为Ⅰ、Ⅱ、Ⅲ、Ⅳ共计4类进行推荐。申报人联系我会后，我会工作人员会依据申报人的具体条件协助分类申报推荐。

　　2. 申报条件

　　申报人（含非华裔外籍人才）包括在海内外从事自然科学、工程技术、人文社会科学、金融管理领域、文化艺术领域的高层次人才和掌握领先技术回国（来华）的优秀创新创业人才。

　　申报人一般应取得博士学位。其中，创业人才在海外取得学位即可，不做学位层次要求。

　　申报人尚未全职回国（来华）工作，或者2021年1月1日后来华工作。入选后需辞去海外工作或在海外无工作并全职回国（来华）工作不少于3年。创业人才申报时一般应在国内时间不超过6年，其创办企业成立2年以上5年以下，产品具有核心技术且处于中试或产业化阶段，是企业主要创办人且为第一大股东或最大自然人股东。

　　对于业绩能力特别突出或者急需紧缺人才，可适当放宽学历、专业职务、工作年限等申报条件。

　　支持保障措施

　　1.我会将根据申报人的情况向国家部委、省级有关部门及地方企事业单位进行人才推荐，并积极为申报人提供国家及我省各地方人才政策的咨询和政策倾斜对接服务。

　　2.入选人享受由国家部委、省级有关部门或地方财政支持的50-100万元的一次性生活补助。

　　3.入选人享受国家及地方有关人才认定、就业落户、养老医疗、住房、子女入学、配偶就业、薪酬待遇和永居证申领使用等方面的支持政策。

　　4.部分入选人享受由国家部委、省级有关部门或地方财政出资的30-300万的科研经费支持。

　　5.对表现优异、在工作中作出突出贡献或有重大创新潜力的优秀入选人，本次支持期满后，根据考核评估结果，继续给予新一个周期（3年）的支持。

Notice on the recommendation of "Overseas Returnee Leading Scholars" by Shaanxi Western Returned Scholars Association (Shaanxi Overseas-educated Scholars Association) in 2022

　　All branches, local organizations, group members and individual members:

　　In order to implement the national and provincial party committee’s deployment arrangements for talents，Shaanxi Western Returned Scholars Association actively sets up a bridge to serve the local economy, and extensively attracts high-level talents with international influence to come to China and Shaanxi to engage in research, innovation and entrepreneurship in important fields. Shaanxi Western Returned Scholars Association plans to carry out the recommendation work of "Overseas Returnee Leading Scholars" in 2022. The relevant matters are hereby notified as follows.

　　I. Application categories and eligibility

　　i. Application categories

　　The Association will categorize the overseas talent into four classes and recommend them on the basis of professional orientation, research field, job performance, and innovative entrepreneurial activity etc. After the applicant contacts the association, the staff will assist the applicant with the application according to the specific conditions of the applicant.

　　ii. Eligibility

　　Applicants (including non-Chinese foreign talents) refer to high-level talents engaged in natural sciences, engineering technology, humanities and social sciences, financial management, cultural and artistic fields at home and abroad, and outstanding entrepreneurial talents who have mastered advanced technologies and returned to China.

　　Applicants should normally obtain a doctorate degree. There is no additional degree requirement for entrepreneurial talents who have obtained degrees overseas.

　　The applicant has not returned to China for a full-time job, or has come to China to work after January 1, 2021. After being selected, one must resign from overseas work or have no work abroad and return to work full-time in China for at least 3 years. Entrepreneurial talents should have been in China for no more than 6 years, and their enterprises have been established for more than 2 years and less than 5 years. Their products have core technologies and are in the pilot test or industrialization stage, and they are the main founders of the enterprises and the largest shareholder or the largest natural person shareholder.

　　For talents with outstanding performance and ability or who are in urgent need, the requirements for education background, professional position and working years may be relaxed appropriately.

　　II. Relevant supports

　　i. The Association will recommend talents to national ministries and commissions, provincial departments and local enterprises and institutions according to the applicant's eligibility, and actively provide consultation services on national and local talent policies for applicants.

　　ii. The selected candidates will enjoy a one-time living allowance of 500,000 to 1 million yuan from the financial support of the national ministries, provincial departments or local government.

　　iii. The selected candidates will enjoy national and local support policies for talent identification, employment settlement, medical care, housing, schooling of children, spouse employment, salary and benefits, and application and use of permanent residence permits.

　　iv. Some of the selected candidates will enjoy a research fund of 300,000 to 3 million yuan funded by national ministries, provincial departments or local governments.

　　v. After the expiration of this support period, the outstanding candidates with excellent performance, outstanding contributions in work or great innovation potential will be given support for a new period (3 years) according to the assessment results.

　　III. Application materials and contact information

　　The materials for applying for the primary selection include :(1) Resume; (2) Copy of academic degree certificate; (3) Copy of ID card or passport; (4) Overseas employment certificates.

　　The deadline for the recommended work of class I projects of this round of "Overseas Returnee Leading Scholars" plan is April 10, 2022. The deadlines of II, III and IV projects are different.
